Public-Recht: formats auch bei show_check lesbar

Anonyme Leseberechtigung auf formats filterte nur active=true, wodurch die
nicht oeffentlich bestellbaren Check-Formate (A5, DIN lang) im oeffentlichen
Textmengencheck unsichtbar blieben. Jetzt: active ODER show_check.
