Neustart-Befehle von Directus abarbeiten + Logs/Fehler nach Directus

- Directus.post; agent_commands (type=restart) pollen und Programm neu starten
  (taskkill /IM + start), Ergebnis + Fehler zurückschreiben.
- Agent-Log & Plotter-Fehler (throttled) an agent_logs melden.
- config.example.json: restart-Block (process/start).
